The concept of this novel method of transport was inspired by the atmospheric Paris-St.Germain railway inasmuch as the train of waggons would be propelled by a fixed motive force, rather than by a moving locomotive. Girard’s motive force was to be supplied by water, as against air pressure, on curved turbine blades fixed to the axles of each waggon. As with the atmospheric railway, iron tubes would sit either between the tracks or alongside them. The water in the tubes would be moved by hydraulic or steam pumps set at intervals along the line. This report describes the system in detail and although it sounds impossibly fanciful, its inventor had carried out experiments with a civil engineer, Callon, who had built 30 of his turbines.
